How do you start an apartment complex business?

I have always dreamed of owning realestate and making money from it. I want to have houses all over my city, (El Paso) and rent them and apartments and rent them. So where exactly do you start when wanting to make apartments. Do you start off small? And most importantly where do you get the money???? Do you have to save up 1 million dollars to build it or where do you get it?
